New law for school districts benefits both vendors, members

February 4, 2010, Houston, Texas -- Recent Texas legislation allowing for electronic bids on contracts for school districts benefits members and vendors participating in the Harris County Department of Education Purchasing Cooperative.

The 121-year-old county school district provides services to local school districts that include food, fuel and purchasing cooperatives. The HCDE e-Bid System is a Web-based, e-procurement system which allows vendors to register and bid on contracts. Vendors bid on contracts ranging from commodity foods to facility repair to business supplies to debris removal services and more. The HCDE cooperatives currently provide over 240 pre-bid contracts to its members, covering about 65 commodity categories.

The cooperatives give buying power and time savings to about 350 members. School districts, universities, community colleges and city and county entities qualify for membership in the HCDE cooperatives that serve Harris County school districts and extend to governmental entities in 24 counties throughout the state
